Ben Godfrey and Tom Davies both failed late fitness tests ahead of the decisive England under-21 EURO21 group stage match against Croatia on Wednesday.
England are bottom of Group D after suffering consecutive defeats to Switzerland and Portugal with the Everton duo starting both games.
But manager Aidy Boothroyd named a squad without Godfrey and Davies on Wednesday with the ECHO being told the pair failed a fitness test beforehand.
Davies was subbed for Liverpool midfielder Curtis Jones with 20 minutes remaining against Portugal on Sunday while Godfrey played the entire match but did receieve treatment during the game.

Everton face Crystal Palace on Monday and manager Carlo Ancelotti will be keen to have the pair available, especially with other options missing in midfield.
Abdoulaye Doucoure is currently ruled out through injury and while Jean-Philippe Gbamin has returned to first-team training after a lengthy absence, the game is almost certain to come too soon for him.
Fabian Delph has also been unavailable recently.
